But the key issue for the Kingdom is primarily diplomatic. By bringing together a bevy of African leaders on its soil, Morocco intends to demonstrate its strong commitment to Africa, now at the heart of its diplomacy. With the main issue the question of Western Sahara, and as a short term goal reintegration of Morocco within the AU.

Mohammed VI chains in recent months diplomatic touring the continent, not only in its traditional area of West African influence or his friend Gabonese President Ali Bongo. He returned from a long tour in Rwanda and Tanzania, and is scheduled to visit Addis Ababa after COP22.

For now, this is the reinstatement of Morocco within the AU, an organization that Rabat had left in 1984 in protest against the admission of the Sahrawi Arab Democratic Republic (SADR) of the Polisario Front.

This return, announced in mid-July by Mohammed VI and whose application has been officially formalized in September now leads to a deaf struggle for influence with the Algerian rival, always around the Sahara issue.

It must be officially recorded by a vote, and a number of issues under discussion, as the name of the future president of the AU Commission (executive body), could influence the outcome decisively, so that the next summit of AU is expected early 2016 in Addis Ababa.
